Germany: Online casino marketing rules in Germany: a CRM checklist

The German market in one page: the State Treaty's limits that shape an offer, what every page carries, and what Bild sets for you.

Reviewed October 2026For CRM and retention teamsNot legal advice

What a German online casino campaign needs under the GlüStV 2021: 18+, OASIS, the 1,000 euro deposit limit, slot limits and the ad window. A CRM checklist.

Who licenses what

Online gambling in Germany runs under the Interstate Treaty on Gambling 2021 (GlüStV 2021), supervised by the Joint Gambling Authority of the States (GGL). Virtual slot games and online poker are licensed nationally. Online casino table games are left to each state, so check which licence your brand holds before you plan a campaign around a table game.

Limits that shape an offer

  • Deposit limit. A default monthly deposit limit of 1,000 euros applies across all licensed operators, tracked centrally. Higher individual limits are possible only after checks. An offer that only makes sense above that line will not work for most players.
  • Virtual slots. A cap on the stake per spin and at least five seconds per game round. The treaty set the cap at 1 euro and the GGL has been reviewing it, so check the current figure. Write tournament and free-spin mechanics with that pace in mind.
  • Self-exclusion. The national blocking system, OASIS, applies to every licensed operator.

Advertising rules

  • The evening window. Between 6:00 and 21:00 there may be no advertising on broadcast and internet for virtual slot games, online poker and online casino games (GlüStV 2021, section 5(3)). Plan paid traffic to campaign pages accordingly; CRM to existing customers is a separate question for your lawyer.
  • No minors, no at-risk groups. Advertising may not be directed at minors or comparably at-risk groups (section 5(2)).
  • Notices. The mandatory notices for advertising are set in each operator's licence conditions (section 5(1)). Use the wording from your licence.

What every campaign page carries

  • 18+ and a clear statement that minors may not take part.
  • A note on the risk of addiction and where to get help, for example the federal helpline 0800 1 37 27 00 (free and anonymous) or check-dein-spiel.de.
  • Key terms next to the offer.
  • Your licence reference, in the footer.

What Bild sets for Germany

  • 18+, the help line and OASIS wording in the footer of every page and email, locked.
  • Key terms written from the offer, in euros.
